On one hand, the PCU Help says this...
"The following types of
Nikon digital single-lens reflex camera are not compatible with the Picture
Control system:
D2 Series, D1 Series, D200, D100, D80, D70 Series, D60, D50
and D40 Series
On the other hand is says
this...
Application of color reproduction processes according to
the camera model used to shoot RAW images
Applicable color reproduction
processes vary depending on the camera that is used to shoot RAW images. To
create a custom Picture Control, select the color reproduction process that can
apply to the RAW image.
RAW images in NEF format shot on D3, D3X, D3S,
D300, D700, D300S, D90, D5000, D3000, Nikon 1 V1, or Nikon 1 J1
The color
reproduction process selected in the [Preferences] setting is applied.
RAW images shot on a digital single-lens reflex camera other than those
named above
[Always use the latest Color Reproduction Process] will be
applied regardless of the [Preferences] setting.
The D7000 model
is conspicuously absent from the PCU Help facility, at least in CNX 2.3.0
(perhaps 2.3.1 is different). From the above quote, it appears that even though
your camera does support Picture Controls, that CNX/PCU will override your
preference setting to use the in-camera CRP"
